How to Give a Piercing Over Scar Tissue

Instruct the person, who is wanting to be re-pierced, to rub vitamin E oil over the scar tissue for about a month. Vitamin E oil will help soften the scar tissue, making it easier to pierce through.
Sterilize all your equipment.
Cleanse the area to be pierced.
Put on your gloves and pierce the area as you normally would.
Give the person the proper cleanser so that the pierced area is taken care of to prevent further scarring.
